ChinareleasedawhitepaperthatdocumentedChina’sjourneytomoderateprosperityinallrespectsonSept.28,2021.HereisatimelineforChina'sepicjourneyfrompovertytoprosperity.Afterthelaunchofreformandopeningupin1978,theCPCmadecontinuouseffortstobuildabetter-offsociety,raisingthelivingstandardsinChinafrombaresubsistencetoabasiclevelofmoderateprosperity,andthenultimatelytomoderateprosperityinallrespects.Intheearlyyearsofreformandopeningup,DengXiaopingforthefirsttimeusedthetermxiaokangtopresenthisvisionofChina’smodernization.HesetthegoalofdeliveringaxiaokanglifefortheChinesepeopleandbuildingaxiaokangsocietybytheendofthe20thcentury.Atits12thNationalCongressin1982,theCPCforthefirsttimemadeachievingxiaokangtheoverallobjectiveofChina’seconomicdevelopment,andsetthegoalofdeliveringalifeofmoderateculturalandmaterialprosperityforthepeoplebytheendofthe20thcentury.Atits13thNationalCongressin1987,theCPCformulatedathree-stepstrategicplanforChina’smodernization,andsetthegoalforthesecondstepaselevatingthepeople’slivingstandardstothelevelofmoderateprosperitybytheendofthe20thcentury.Atits14thNationalCongressin1992,whenthebasicneedsoftheChinesepeoplehadlargelybeenmet,theCPCenvisionedthattheirlivingstandardswouldfurtherrise,fromsimplyhavingthebasicnecessitiestoenjoyingmoderateprosperitybytheendofthe20thcentury.Atits15thNationalCongressin1997,theCPCputforwardanewthree-stepstrategicplanforeconomicdevelopment,settingthegoalofcreatingabetter-offlifeforthepeopleby2010.Throughperseveranceandeffortovertheseyears,Chinaachievedbasicmoderateprosperityattheendofthe20thcenturyasscheduled.Atits16thNationalCongressin2002,theCPCpointedoutthatmoderateprosperityremainedatarelativelylowlevel–itwasnotall-inclusiveandwasveryunbalanced.ThusthePartysettheobjectiveofbuildingamoderatelyprosperoussocietyinallrespects.Forthispurpose,inthefirsttwodecadesofthe21stcenturyChinawouldfurtherdeveloptheeconomy,improvedemocracy,advancescienceandeducation,enrichculture,fostersocialharmony,andupgradethequalityoflife.Atits17thNationalCongressin2007,theCPCdrewupacomprehensiveplanforcompletesuccessinbuildingamoderatelyprosperoussocietyinallrespects,andfleshedoutthedetail,settingnewrequirementsforeconomic,political,cultural,socialandeco-environmentalprogress.AfterChinaenteredthenewera,thedrivetoachievemoderateprosperityinallrespectsreachedacriticalpoint.Firmlyfocusingonthegoal,theCPCCentralCommitteewithXiJinpingatitscoredefinedtheFive-sphereIntegratedPlanandtheFour-prongedComprehensiveStrategy,designedtoovercomeallremainingobstacles.Atits18thNationalCongressin2012,theCPCannouncedthatChinawouldrealizetheFirstCentenaryGoalofbuildingamoderatelyprosperoussocietyinallrespectsby2021whenthePartywouldcelebrateitscentenary.Itdefinedthemetricsforsuchasociety–sustainedandsoundeconomicdevelopment,greaterpeople’sdemocracy,asignificantimprovementinculturalsoftpower,higherlivingstandards,andmajorprogressinbuildingaresource-conservingandenvironment-friendlysociety.Atits19thNationalCongressin2017,theCPCdemonstrateditsunderstandingthatChinahadreachedahistoricjunctureanddevelopmentstage.Itconductedacomprehensiveanalysisofthefundamentalconditionsrequiredtoachieveall-roundmoderateprosperity,andtheinternalandexternalfactorsimpactingontheprocess.OnthisbasisitdefinedastrategyforsecuringsuccessinbuildingamoderatelyprosperoussocietyinallrespectsandembarkingonajourneytofullybuildamodernsocialistChina.AfterunremittinghardworkbytheentirePartyandallthepeople,themoderatelyprosperoussocietyinallrespectshascometofruitionasscheduled.Thismarksacriticalsteptowardsnationalrejuvenation.AttheceremonymarkingthecentenaryoftheCPConJuly1,2021,GeneralSecretaryXideclaredthatChinahadsucceededintheFirstCentenaryGoalofbuildingamoderatelyprosperoussocietyinallrespectsthroughthecontinuedeffortsofthewholePartyandtheentirenation.Editor:DisclaimerTheviewsandopinionsexpressedinthisarticlearethoseoftheauthor's,GMW.cnmakesnorepresentationsastoaccuracy,suitability,orvalidityofanyinformationonthissiteandwillnotbeliableforanyerrors,omissions,ordelaysinthisinformation.
