JointlyBuildaCommunitywithaSharedFutureinCyberspace:China’sProposals_GuangmingOnlineTheinternetisthesharedhomeofallofhumanity.Itisthecommonresponsibilityoftheinternationalcommunitytomakethishomecleaner,safer,andmoreprosperous.Chinawilljoinothercountriestobuildacommunitywithasharedfutureincyberspacesothatthefruitsofinternetdevelopmentcanbenefiteveryone.Asalways,Chinawilldosobasedonitsnationalconditionsandinthespiritofpeople-centered,open,andwin-wincooperation.1.RespectingnetworksovereigntyChinaadvocatesrespectforthecybersovereigntyofallcountries.Itrespectstherightofeverycountrytoindependentlychooseitspathofcyberdevelopment,modelofnetworkmanagement,andpublicpolicyoninternetissues,aswellasitsrighttoequalparticipationininternationalcyberspacegovernance.Chinafirmlyopposesallformsofhegemonyandpowerpolitics,interferenceinothercountries’internalaffairs,anddoublestandards.Itdoesnotsupport,engagein,orconspirearoundcyberactivitiesthatunderminenationalsecurityinothercountries.ChinaadvocatesthattheprincipleofsovereignequalityestablishedbytheUNCharterbeappliedtocyberspaceandthatajustandrationalinternationalorderincyberspacebebuiltonthebasisofnationalsovereignty.2.Maintainingpeace,securityandstabilityincyberspaceCyberspaceisinterconnected,resultinginthedeepintegrationoftheinterestsofallcountries.Peace,security,andstabilityincyberspacearethecommonwishesofpeopleallovertheworld.ChinamaintainsthatallgovernmentsshouldabidebythepurposesandprinciplesoftheUNCharter,makepeacefuluseoftheinternet,andsettledisputesbypeacefulmeans.Chinaopposestheso-calledabsolutesecurityforsomeattheexpenseoftheinterestsofothers,andanyformofarmsraceincyberspace.Chinaadvocatesthatthecybersecurityconcernsofallcountries,largeorsmall,strongorweak,richorpoor,shouldbenotedandaddressed,andthatcountriesshouldmakepeacefuluseofcyberspacetopromoteeconomicandsocialdevelopmentandconductcooperationanddialogueatalllevels–global,bilateral,multilateral,andmultiparty–tojointlysafeguardpeaceandstabilityincyberspace.3.Creatinganopen,fair,justandnon-discriminatorydigitalenvironmentTheglobaldigitaleconomyisanopenandcloselyconnectedwhole.Thosewhobuildwallsandbarriersandcallfordecouplingandseveringsupplychainswillhurtnotonlyothersbutalsothemselves.Win-wincooperationistheonlywayforward.Creatinganopen,fair,justandnon-discriminatoryenvironmentfordigitaldevelopmentisarequirementforstrongerglobaldigitaleconomiccooperation,whichwillpromotetherecoveryanddevelopmentoftheglobaleconomy.Chinaopposesthepoliticizationoftechnologicalissuesandthecontainmentofothercountries’enterprisesbyabusingstatepowerandviolatingmarketprinciplesandtradingrules.Chinaadvocatesthatallgovernmentsshouldactivelymaintainopen,secure,andstableglobalsupplychainsforITproductsandservices,strengthencollaborativeRDonnewgenerationsofinformationtechnology,andintegrateintotheglobalinnovationnetwork.Governments,internationalorganizations,businessesandthinkthanksshoulddiscussanddevelopinternationalrulesofdigitalgovernancethatreflectthewishesofallpartiesandrespecttheinterestsofall,topromotethehealthyandorderlydevelopmentofthedigitaleconomy.4.StrengtheninginternationalcooperationinprotectingcriticalinformationinfrastructureCriticalinformationinfrastructureisoneofthefoundationsforthenormaloperationoftheeconomyandsocietyofallcountriesintheinformationage.Itisthecommonresponsibilityoftheinternationalcommunitytoeffectivelyaddressanysecurityrisksinthisregard.Chinafirmlyopposestheuseofinformationtechnologytounderminethecriticalinformationinfrastructureofothercountries,stealtheirdata,orengageinanyotherformofzero-sumgame.Theinternationalcommunityshouldadvocatetheconceptofcybersecuritybasedonopennessandcooperation,andopposenetworkeavesdroppingandcyberattacks.Governmentsandrelevantauthoritiesofallcountriesshouldstrengthencooperationonearlywarning,riskprevention,informationsharingandemergencyresponse,andactivelyshareexperienceonprotectingcriticalinformationinfrastructure.5.Maintainingthesecurityandstabilityofthecore-resourcemanagementsystemfortheinternetThecore-resourcemanagementsystemfortheinternetisthecornerstoneofinternetoperations.Itshouldbeguaranteedthatthoseinstitutionshostingthemanagementsystemsoperatewithfullcredibilityanddonotposeathreattothetop-leveldomainsofanycountryjustbecauseofthejurisdictionaldemandsonsomeothercountry.Chinaadvocatesguaranteedavailabilityandreliabilityofcoreinternetresources–tobeusedbyallcountriesandjointlymanagedandfairlydistributedbytheinternationalcommunity,sothatthetechnologicalsystemsfortheresources,includingthedomainnamesystem,aresecure,stable,andresilient.Thereshouldbeaguaranteethatserviceswillnotbeinterruptedorterminatedduetoanypoliticalorhumanfactors.Chinaadvocatesthatgovernments,industryauthorities,andbusinessesworktogethertoacceleratetheuseofIPv6technologyandapplications.6.CooperationincombatingcybercrimeandcyberterrorismCyberspaceshouldnotbeawrestlingfieldforcountriesfightingagainsteachother,norahotbedforcrimes.Currently,cybercrimeandcyberterrorismhavebecomeaglobalscourge,andtheymustbefoughtagai
