JointlyBuildaCommunitywithaSharedFutureinCyberspace:China'sContribution_GuangmingOnlineChina'sStateCouncilInformationOfficeissuedawhitepapertitled"JointlyBuildaCommunitywithaSharedFutureinCyberspace"onNov.7,2022.Herearethehighlightsofthethirdpartofthewhitepaper:Upholdingtheprincipleofextensiveconsultation,jointcontribution,andsharedbenefits,Chinahascontinuedtostrengthenbilateral,regionalandinternationaldialogueandcooperationincyberspace,andcommitteditselftoformingextensivepartnershipswithpartiesthroughouttheinternationalcommunity.Ithasengagedinactivecross-bordercollaborationintermsofthedigitaleconomy,cyberspacesecurity,andreformanddevelopmentofglobalcyberspacegovernancetopromoteinclusivedevelopmentoftheinternet.Alltheseeffortscontributetobuildingacommunitywithasharedfutureincyberspace.1.ExpandingcooperationonthedigitaleconomyChinaactivelyparticipatesininternationalcooperationonthedigitaleconomy.Ithasplayedanactivepartinconstructinginformationinfrastructure,promotingtheintegratedgrowthofthedigitalandtherealeconomy,andacceleratingglobalcooperationondigitalgovernance,therebycontributingsubstantiallytothedevelopmentofthedigitaleconomyworldwide.(1)ConstructionofinformationinfrastructureAlongwiththeinternationalcommunity,Chinahasplayedanactivepartinconstructinginformationinfrastructureandexpandinginternetcoverageandapplication,forgreaterconnectivityofglobaldigitalinfrastructure.Chinahascontributedtothelayingofopticalcablesandsubmarinecablesworldwide.Chineseenterpriseshaveprovidedsupportformanycountriesinconstructinginformationandcommunicationsinfrastructure,openingupdigitalinformationexpresswaysforotherdevelopingcountries.(2)DrivingglobaleconomicgrowthwithdigitaltechnologyFullyleveragingdigitaltechnologytoboosttheeconomy,Chinahascontinuedtoexpandglobale-commercecooperationandfacilitatethedigitalindustryandindustrydigitalization.Itcallsforjointeffortstocoordinatethetransformationtowardsdigitalizationandgreengrowth.SilkRoade-commercecooperationhasbeenfruitful.Since2016,Chinahassetupbilaterale-commercecooperationmechanismswith23countriesacrossfivecontinents,ande-commercecooperationdialoguemechanismswithCentralandEasternEuropeancountriesandfiveCentralAsiancountries.(3)ActiveparticipationingoverningthedigitaleconomyChinahasactivelyparticipatedinthegovernanceofthedigitaleconomyunderinternationalandregionalmultilateralmechanisms,raisingandadvancinginitiatives,declarations,andproposalsintheinterestofmostparticipatingcountries.Ithasalsostrengthenedcooperationwithspecializedinternationalorganizationstocontributetogoverningtheglobaldigitaleconomy.2.StrongercybersecuritycooperationCybersecurityisthesharedresponsibilityoftheinternationalcommunity.Chinahasactivelyfulfilleditsinternationalresponsibilities,expandedinternationalcooperationincybersecurityemergencyresponse,andworkedwiththeinternationalcommunitytoincreasethelevelofcooperationindatasecurityandpersonalinformationprotection,andtocombatcybercrimeandcyberterrorism.(1)MorepartnershipsincybersecurityChinahasplayedanactivepartinfacilitatingcybersecuritycooperationamongBRICScountries.In2017,BRICScountriesagreedontheRoadmapofPracticalCooperationonEnsuringSecurityintheUseofICTs.Atitseighthmeetingin2022,theBRICSWorkingGrouponSecurityintheUseofICTsunanimouslyadoptedthereportontheimplementationoftheroadmap,whichsummedupthelessonslearnedandprogressmadeoverthepastfiveyearsandreachedconsensusonthedirectionoffuturecooperation.(2)Higher-levelcooperationindatasecurityandpersonalinformationprotectionChinaadoptsanattitudeofopennessandinclusioninglobaldatasecuritygovernance,andcooperationonpersonalinformationprotection.Itworkstoachieveareasonablebalancebetweendatasecurityandtheorderlyflowofdata.Conditionalonmaintainingthesecurityofpersonalinformationandimportantdata,Chinahascarriedoutexchangesandcooperationwithcountriesthroughouttheworldandjointlyexploredrulesondatasecurityandpersonalinformationprotectionthatreflectthecommonconcernsandmeetthecommoninterestsoftheinternationalcommunity.(3)JointlycombatingcybercrimeandcyberterrorismChinahasalwayssupportedinternationalcooperationincombatingcybercrimeandadvocatesaglobalconventionagainstcybercrimeundertheframeworkoftheUnitedNations.From2011to2021,ChinafacilitatedsevenmeetingsoftheUnitedNationsOpen-EndedIntergovernmentalExpertGrouponCybercrime,makingasignificantcontributiontotheadoptionofrelevantresolutionsonthedraftingofaUnitedNationsconventiononcybercrime.3.ActivelyparticipatingincyberspacegovernanceCyberspaceisasharedspaceforhumanactivities;itneedstobedevelopedandmanagedbyallcountries.Chinahasactivelyparticipatedinglobalinternetgovernancemechanisms,andinitiatedinternationalexchangeplatformssuchastheWorldInternetConference.Ithasstrengthenedexchangesandcooperationwithothercountriesincyberspace,drivingthereformanddevelopmentoftheglobalinternetgovernancesystem.(1)ActiveparticipationinglobalinternetgovernanceChinafirmlysafeguardstheinternationalsystemwiththeUnitedNationsatitscore,theinternationalorderunderpinnedbyinternationallaw,thebasicnormsgove
